Motions to modify sentences are to be filed within 60 days after the sentencing date.  I don't know how much time has elapsed -- but, if more than 60 days, that may be why the judge previously said it needs to be done via Habeas Corpus.

Normally with regards to traffic matters, depending on whether it is a municipal or criminal traffic matter, posting a bail will be sufficient to keep you out of jail. But you should speak with the prosecuting DA/city attorney in your case before hand and inquire if they are seeking bail or/and jail time as a condition of bail.
