Need more facts... also does he have any criminal history... was there any kind of weapon on him when he was caught, all of which could affect sentencing.

If you cannot afford an attorney and are indigent, the public defender can be appointed to represent him. You should get the money together to hire a seasoned criminal defense attorney. At the very least you should see a number of criminal defense attorneys in your area and find out how much it is going to cost.

What happens to my daughter, who is 16, after stealing worth $50 in a department store?

She might be arrested. That is typically what happens to people who commit crimes. Then she will be prosecuted. If she is indigent, she can ask for the public defender to be appointed. There might be a diversion program available in your county, which could lead to the charges being expunged.
