Sean Harms assists corporate clients, trade associations, critical infrastructure companies, and commercial providers with telecommunications compliance, regulatory, and transactional matters before the Federal Communications Commission (FCC), the Federal Aviation Administration (FAA), and state agencies. He counsels clients on a broad array of policy, regulatory, transactional, and information technology matters.
Sean advises clients on FCC compliance issues related to telecommunications service providers and Voice over Internet Protocol (VoIP) regulations, state certification requirements, 911 reliability, call handling, and other related obligations.
Prior to joining Keller and Heckman, Sean served as an attorney-advisor for the Commercial Law Development Program within the U.S. Department of Commerce, where he advised foreign government officials on matters focusing on spectrum management, telecommunications, and cybersecurity. He also gained noteworthy experience within the technology and communications industry by serving as a Legal Intern for the FCC in the Office of Commissioner Starks.
