William Carl Miller, known as Billy to all who meet him, grew up in Biloxi as the son of a military man and a civil service worker at Keesler Air Force Base. He joined the Navy on his 17th birthday after graduating high school at 16. Following four years of service, Billy ventured into the music scene, starting a rock band and running a nightclub before deciding to focus on education. He earned his English degree from the University of South Alabama in 1983 and his Master's in English Literature in 1985. However, law school at Ole Miss called, and Billy transitioned from teaching to practicing law, being admitted in 1988.
