About Alex Liang

Mr. Liang provides legal services for domestic and foreign companies concerning China and U.S. patent litigation, U.S. import/export compliance, anti-sanctions, technology control compliance, U.S. trade secret litigation, and technology transfer & cooperation.

Mr. Liang builds a holistic understanding of legal issues through his rich experience in various U.S. and China law firms and companies. He set up the IP department of Geel Automobile upon its acquisition of Volvo car, acted as the sole IP attorney of Morgan Lewis & Bockius in China, and worked at Hewlett Packard Enterprise, covering the IP issues in Asia Pacific and Europe.

Mr. Liang has designed the compliance frameworks for domestic STB listed companies and offered advice on various aspects of compliance, including federal procurement, FOCI disclosure, technology product control, and import and export of high-tech products. Mr. Liang is adept at designing the overall compliance scheme and the best compliance route for companies in accordance with their business logic.

• Established and led the IP department of Geely Automobile and led the handling of technology cooperation and technology transfer with Volvo

• Designed compliance programs under U.S. law for AVIC International's import/export business

• Represented a listed drone company (civil drone company) in researching drone compliance requirements in multiple countries around the world (U.S., Europe, India, Japan and other countries and regions) to guide R&D

• Represented a high-technology company in researching U.S. Department of Defense procurement programs and establishing a multi-country company to meet multi-country compliance requirements including penetrating disclosure requirements and forward-looking policy compliance

• Represented a publicly traded electronics and high-technology company in an export control matter under investigation by the U.S. Bureau of Industrial Security (BIS) in cooperation with a U.S. law firm

• Advised a new energy company on compliance with U.S. forced labor laws

• Represented a sci-tech company in connection with a U.S. trade secret lawsuit involving remote downloading of data

• Represented public company in connection with U.S. trade secret and copyright litigation, arbitration in the United States, and investigation and compliance of related matters

• Represented a multinational financial company in a compliance investigation of an alleged bribery matter involving the second-in-command of its domestic subsidiary

• Represented Autel in multiple patent litigations with DJI and successfully settled

• Conducted IP and data export compliance due diligence in Raytheon's acquisition of Websense

• Represented Qualcomm in multiple patent infringement cases against Apple in Beijing, Qingdao and Fuzhou and patent validity appeals in Beijing IP court

• Represented Ericsson in the litigation of setting the global royalty rate for 4G and 5G patent portfolio in Wuhan, including the related global anti-suit injunction proceeding

• Represented France Brevets in its patent infringement litigation against Apple in Shenzhen

• Represented Chinese companies in the defense of section 337 investigations

• Represented a state-owned conglomerate in a trade secrete infringement case in Virginia

Mr. Liang teaches the course “Innovation, Strategy, IP” at School of Economics and Management, Tsinghua University .

Working Experience

Mr. Liang started his legal career as a patent attorney at the Milwaukee office of Foley & Lardner from 2008 to 2010. After Geely Automobile acquired Volvo Car, he joined Geely to set up and lead the intellectual property department. From 2013 to 2016, he was the sole IP attorney of the China office of Morgan, Lewis & Bockius, where he represented American, Chinese and Japanese companies in various intellectual property disputes in China and America. He then worked at Hewlett Packard Enterprise as a senior counsel, in charge of IP matters in Asia and Europe, including technology transactions, open source matters, joint development projects and supporting several multiple billion-dollar M&A projects. Prior to joining Broad & Bright, he was a partner at LexField Law Office in Beijing, focusing mainly on patent litigation.
