Is it a good thing to sign the deed over to the mortgage company? Does this help the credit process?

I am going to assume you filed for Chapter 7 and there are no HOA fees involved. Advantage of a short sale is if they will give you some $$ to move out. Otherwise, neither should affect your credit report in any way because your personal obligation was extinguished in the Chapter 7.

The debt collector is violating the Fair Debt Collection Practices Law by making unwanted calls to you on your job and to your husband at his job. You need to consult with a lawyer who is familiar with consumer protection lawyer to find out what action he or she recommends. Good Luck!

As an international student, how do I handle my unsecured debt after I've been out of the country for a while?

You can always settle. Call the bank and tell them that you do not want to litigate. You want to pay them a fair amount. Settle the case.
