A good place to start would be the court website for where you live. Enter your state and "Bankruptcy Court" into a search engine. Most bankruptcy courts have FAQ sections that may help you. Other online sources with basic information include Wikipedia and You Tube (usually videos posted by lawyers who want to sell you their services).

Yes, you can file after 8 years. The question is if it is best for you to do so. Please contact an attorney and find out what is the best plan for you.

If I file for bankruptcy, will that protect me from further activity from the collection agency?

They can't renew the judgment if you file bankruptcy. That would be considered harassment and they could be found in contempt by the bankruptcy court.
