A citizen can report information regarding the commission of a crime to the office of the United States Trustee. Whether or not this matter is sufficiently serious or within or outside of the SOL is an issue for them, not you, to worry about.

All debts must be listed in a bankruptcy case. The fact that an account may be closed does not mean it does not exist nor does it mean that it cannot be discharged in a bankruptcy case. Most debts are eligible for discharge. A debt for a repossessed car should be listed as there may be a deficiency balance owed after sale by the repossessing entity.

Pay the fine.. if you cannot afford to pay the fine.. how about asking for time to sell the house so you can pay the fine you will need to file a probate action to sell it to clear title.
