You can file a chapter 7 bankruptcy to eliminate the credit card debt. Student loans are almost never discharged in bankruptcy. You can also try to get a filing fee waiver where you will not have to pay filing fees if you qualify. Some places also have legal clinics that will help you with your bankruptcy.

Unless the law provides you with an available exemption to protect your tax refund check for next year, it is possible that you would lose most of your tax refund - all of it only if you filed on December 31 or thereafter. So what exemptions might protect your refund? In Nevada, EIC is exempt, as it up to $1,000 on the wildcard exemption, unless used to protect some other asset.

It would state in the application what the purpose is, but there are many possible reasons.  One would be to prosecute fraudulent transfers, another would be to recover preferential payments made by the debtor pursuant to 11 USC 547.  Another would be to litigate a denial of discharge action against the debtor pursuant to 11 USC 727, just to name a few.
