You'd want to file quickly. Garnishments taken within the preference period (within 90 days before the bankruptcy filing date) that total over $600 can be recovered if properly listed on the petition (schedules B & C and the statement of financial affairs).

You can receive a discharge in chapter 13 if you had a chapter 7 discharge more than 4 years previously.

If the reason you can not get your license is because of traffic tickets, then a chapter 7 will not do you any good. A chapter 7 does not eliminate traffic tickets. A chapter 13 eliminates civil (not criminal) traffic tickets. If the reason you can not get your license is because an insurance company sued you, then you can file a chapter 7, but you also need to go into state court an have the judgment voided after the chapter 7 is over. There are exceptions if alcohol was involved that you need to discuss with an attorney.
