Generally NOT. Call the State of Michigan he should be licensed If he will not give you the car, pay the bill under protest (protest in writing) and sue him for breaches of the Michigan Motor Vehicle repair act and the Michigan consumer protection act.

A judgment is good for 10 years and renewable for additional 10 year terms. Deal with this. $10k is too small an amount to bankrupt for and if you do the will order payments.
